VISIT TO HONG KONG OF THE CHIEF ECONOMIC ADVISER

1. As you know, David Holland has proposed visiting Hong Kong in October.

2. On the assumption that there will be insufficient time to raise this matter in any detail during the talks Mr Royle will have with the Governor on

11 September, I suggest that consideration be given to using Mr Holland's visit as a chance to discuss the question of financial management and institutions in Hong Kong with both the Governor and Financial Secretary. Within the FCO it is really only Mr Holland who can argue the technical points which we regard as important and which might persuade the Hong Kong authorities to look at our suggestions rather more favourably than they do at present. We know that Mr Haddon-Cave is extremely opposed to any change in the financial management in Hong Kong. We also know that the Governor supports him. It is important, therefore, that both are tackled on this subject. suspect that the Governor at any rate may be more prepared to listen when he is at his home base and with someone (Mr Holland) who during his visit will have an opportunity to appreciate the problems from the Hong Kong point of view.
