1. On 28 August Mr Stuart submitted in connection with a

letter (text contained and commented on in HK tel nos 953 and 954) about the Sterling Agreements sent to the Acting Governor

by Mr P C Woo on behalf on the Unofficial Members of the

Legislative Council. A reply was sent on 4 September (FCO

telegram number 866). This referred to the talks which Mr Royle

would be having with the Governor in the present week and

suggested,since Mr Woo would be in London at the same time, that

Mr Woo should call on Mr Royle.

2. Since this exchange of telegrams the Chancellor's message

has gone to Hong Kong and the Hong Kong Declaration is being

considered by the Hong Kong Government. It would obviously not

be right to discuss it in detail with Mr Woo but Mr Royle could

pass to Mr Woo a copy of the press notice issued by the Treasury

which describes the basic content of HMG's offer, and say that we

are discussing it with the Hong Kong Government. Indeed the

Governor will be talking to the Treasury at the same time as

Mr Royle sees Mr Woo.

Whilst it would probably be inadvisable to take up Mr Woo

on his letter point by point (the technical points are dealt with in the attached Annex), the Minister could emphasize that he and
