MR. ROYLE'S TALKS WITH SIR MURRAY MACLEHOSE

Mr. Royle rang me to make the following comments on his talks last night with Sir Murray MacLehose.

Sterling Agreements

5. The Governor had been extremely annoyed by the attitude of Mr. Nott and Derek Mitchell at his meeting yesterday with them in the Treasury. They had made no attempt to be courteous or to see the Governor's view. Sir Murray had therefore

decided that he would prepare a paper on the subject for the Secretary of State. He will send a copy to Mr. Royle who will speak to the Secretary of State over the telephone next week. Mr. Royle told the Governor that we would do all we could in our power to help but, as the Governor realised, a decision on the future of Sterling Agreements would have to be taken at the very highest level.
