1. Thank you for sending us a copy of Payton's letter of 13 August to Owen.

We are not altogether happy at the comment three-quarters of the way down the first page to the effect that "the colonies (except Hong Kong) are presumably not to be given the option of whether or not to adhere". We have always treated Bermuda and Belize, like Hong Kong, on a par with the inde- pendent holders of Sterling. And even in the cases of the "rocks and atolls", although we would not expect them to reinse any offer we might make to them, and would indeed press very hard any who showed a disposition to do so, on how they thought such refusal would be in the best interests of their Territory, we should nevertheless like to go through the motions of appearing to consult them.
