1. Mr. Royle has seen your minute of 24 August and those of Mr. Wilford and Mr. Holland on this subject. He said that he was grateful for this excellent advice and would talk to the Governor again at the right moment. This would depend on developments in September.

2. Mr. Royle had discussed this subject with the Governor in Gloucestershire. The Governor had not objected to outside advice on financial matters, but was concerned about the form it would take and when it would be offered.
