Would you please refer to your letter of 21 September to Mr Walker, with which you enclosed a record of my meeting on 14 September with Sir Murray MacLehose.

I do not think it necessary to tone, anything down, but I should prefer some changes in wording, and for ease of reference I have had pages 2, 3 and 4 retyped. If this version is acceptable to you, please despatch it to Hong Kong.

We shall be sending to the FCO an account of our discussions in Dar-es-Salaam with Mr Haddon-Cave.
