We agree that you should hand over the notes of these meetings, prepared in the Treasury, to Mr Haddon-Cave. We must, however, insist that in doing so you make the following points clear to Mr Haddon- Cave.

(i) The notes were prepared for internal use. We do not regard the references in them to statements by the Governor or Mr Haddon-Cave as formal or binding statements of the Hong Kong Government's (9) views.

(ii) The notesawé handed over only on condition that they are not revealed to anyone outside the Hong Kong government.
