RECORDS OF MEETINGS HELD IN THE TREASURY ON 9 AND 10 AUGUST

I enclose as requested copies of the Treasury records of the meetings held firstly between the Minister of State at the Treasury, the Governor and yourself on 9 August, and your own subsequent meeting with Mrs Hedley-Miller and others on 10 August.

In forwarding these records to you the Treasury have asked me to make the following points:

(i) The notes were prepared for internal use. We do

not regard the references in them to statements by the Governor or Mr Haddon-Cave as formal or binding statements of the Hong Kong Government's views.

(ii) The notes are handed over only on condition that they are not revealed to anyone outside the Hong Kong Government.
