Thank you for your letter of 5 September about the sterling agreements. I agree that it would be appropriate for Mr Royle to hand over a copy of the Hong Kong declaration to the Governor but, given this, we would appreciate it if you could arrange the meeting to take place not before Monday afternoon.
As to any questions on substance, we stand ready to talk to the Governor: Barratt would be his contact in the first instance.
2. As to reform of the Hong Kong monetary system, it may be useful for Mr Royle to mention our continuing interest suitably discreetly, but the time for any substantive discussion on this issue will come later and I would not regard it as of high priority at this stage.
