To recap, Hong Kong has no central bank or monetary authority, nor does it issue government paper. Consecuent the commercial banks have to hold their assets in sterling or other external currencies. To bring them within the scc. of the Sterling Agreement, the banas deposit their sterling with the Hong Kong Government (against a liability by that government expressed in Hong Kong dollars). Two problems

arise:

a.

The liong Kong Covernment guarantees the bank deposits at £1 equals US 2.60, while our guarantee them is at £1 equals US $2.40: and

b. The commercial banks are concerned about bildir position following the expiry or the Sterling aprecierila in September 1973.
