HONG KONG: STERLING AGREEMENT
1.
I discussed with you and Mr Holland the draft telegram to Hong Kong proposed by the Bank of England. We agreed that this would not do. It is at the same time too pemptory and too patronising. I understand that the Treasury take the same view and will probably be producing a new version of their own. I agreed, however, with Mr Holland that we might ourselves consider a form of words that might be acceptable to the FCO.
I attach, with diffidence, a redraft which I think might do.
