We had a brief word on the telephone about your letter
2 FIM 13/47/01 of 6 March about Hong Kong.

The original Hong Kong telegram Orwell 188 is now rather
old but we ought, I think, to let the Governor have some reply,
even though in present circumstances it can only be to point
out that it is still not possible to set any date for
negotiations.
(Incidentally, the fact that the Commission is
now formally charged with the preparation of proposals adds a
further complication to our own negotiating process with the
sterling holders.)

I attach a revised draft telegram which I hope will be
acceptable to you and also to Payton, to whom I am sending a
copy of this letter. The detailed comments in paragraph 3 are
based largely on Payton's original draft. However, if either you
or he has any doubts about their inclusion in the present draft,
it may be simpler to omit them and send only the first two
paragraphs.
