We undertook to consider what further advice could be given to Hong Kong regarding an appropriate exchange rate policy current and prospective conditions. With a view, hopefully, to facilitating discussion between ourselves, I have tried my hand at the attached memorandum which attempts, firstly, to describe the underlying situation in Hong Kong and, secondly, to point to some of the options open to her.

I have sent a copy of this letter and its enclosure to Hugh Lee and David Holland.
