5. We agreed that Hong Kong would need help from us this
autumn but that the offer would have to be made with care. The
Governor is coming on leave on 4 August. We should therefore
take the chance to concert and agree our offer with him. He
had not intended to come down from Scotland until 11 September
but we should not wait until then in view of the timetable of
the Sterling Agreement.

I accordingly submit a draft personal telegram to the
Governor from Mr Royle on the lines we discussed. The draft
has been agreed with FRD, Mr Marshall and Mr Holland.
