Mr Stuart replied on 23 August. He enclosed a
copy of my minute of 7 August to Mr Larmour,

which gave preliminary views of this Department
and Far Eastern Department about the implications

Gibraltar problem.

I did in fact discuss the matter briefly with
on 10 August.
Sir Murray MacLehose during his visit. He was
relaxed about any effects on Hong Kong. He thought
a
that, whilst/parallel might be drawn in the Hong
Kong press and by some members of the public,
particularly expatriates, the Chinese would not
take the precedent very seriously. They would
decide their policy on Hong Kong on quite different
criteria. I understand from Gibraltar and General
Department that the proposals on Gibraltar are now
in abeyance, for the time being at least. It
therofera seems that there is no need to take this
matter any further at present.
