would also receive subsidies and financial help (unspecified)

from the Spanish Government. The present customs-free zone

would continue under Gibraltarian control:

LANGUAGE

8. English would be permitted as a "working language", to be

used freely, together with Spanish in trade, civil matters,

religion, the publicity media and in schools.

But the use

of Spanish would be obligatory in all official documents, and in

acts and communications with Spanish official bodies.

RIGHTS AND FREEDOMS OF THE INDIVIDUAL

9.

These would be guaranteed by Spain's fundamental laws,

by the Gibraltar Constitution of 1959, and by the European

Convention on Human Rights.

LABOUR AND INDUSTRIAL FIELDS

10.

Gibraltarians would receive priority for employment.

There would be complete freedom of association.

Strikes and

lock-outs would be regulated by existing Gibraltar law.

PERIOD FOR SPECIAL REGIME REMAINING IN FORCE

11. The "special juridical régime" would be provisional for a given period. At the end of that period the Gibraltarians

could decide whether they wished to extend it, in which case

the Spanish Government would be committed to comply, or to

become a full part of Spain.

FREEDOM OF MOVEMENT

12. There would be free movement for Spaniards and Gibraltarians

between Gibraltar and Spain. In particular, entry permits

and residence certificates would no longer be necessary for

Spaniards in Gibraltar.
