At the same time we are inhibited from presenting the British case on these quarrels in Hong Kong by the fact that the Governor is himself The Queen's representative and we cannot get into a position of quarrelling publicly with our own Government there, even if this sometimes clears the air. Again the answer is to deal with as many as possible of the points of friction, followed by a public relations exercise to take advantage of the new situation.

This is all, of course, easy to say but some of the points of friction are pretty intractable. However I hope you will at least agree that this minute shows that we are not unmindful of the need to keep our image burnished in Hong Kong.
