1. In your minute of 12 November you asked for an updated
passage on sterling balances. I also attach suggestions on
GSP, mass transit and anti-corruption.

think we might mention the problem of Britain's image in
Hong Kong. We are beginning to achieve solutions to our
bilateral problems which, if not perfect, are saleable.
depend very much on the Hong Kong Government to put them in
the best possible light. The alternative, which Mr Aston
favours, is for us to mount a PR effort of our own in Hong
Kong. But we must not cross wires with the Governor.
