make it known in Hong Kong that we offered what

they wanted and were refused. But argument with the

Scandinavians is perhaps more likely to turn on the

amount of compensation, on which it will be less easy

to carry Hong Kong with us.

The DTI have been discussing for some time be

possibility of a separate Register for Hong Kong, which

would enable Hong Kong owners to transfer severel

million tons to Hong Kong from flag-of-convenience

countries. A DTI team is at present in Hong Kong and

Japan dealing with questions of manning and safety

standards. Again it would have a marked effect if

agreement could be announced during the January vid

But this will not be easy to the team will not abo

to the UK until just before Christmas and the DTT wil! then have to assess the response from the Hong K

shipowners.
