I submit a draft record, classified Secret, together with

a further record on the nationality question, classified Top

Secret.

2. Since Sir M MacLehose will be seeing the Secretary of State

and the PUS very soon, I am sending copies of the draft record

to the Private Secretary and to the PS/PUS in case the actual

record is not typed in time. I am sorry that there are a number

of manuscript amendments but the record is long and we do not

have the resources to get the draft retyped.
