5. I am bound to say that I think this recommendation will

run into a good deal of opposition. An important objective

of the proposed legislation is to distinguish clearly between

citizens of the United Kingdom and Citizens of the Dependencies,

and to keep the title "Citizen of the United Kingdom and

Colonies" may not be considered by some Ministers as consistent

However, Mr Royle can assure Sir Murray that his

recommendation will be fully considered by Ministers.
