1. Please refer to the attached record of the Secretary of State's talks with the Governor of Hong Kong.
2. Mr. Stuart has agreed that the sentence attributed to you in para. 3 should be deleted and that "if such a row seemed likely" be deleted from the first sentence of what the Secretary of State said.
3. Mr. Stuart has altered Sir Denis Greenhill's first sentence in para. 4. Since Sir Denis's
second sentence in effect covers your point at the bottom of that page at 'X', he wonders whether you agree that that point should be left out of what you said in para. 5 However, if you particularly wish that point to be attributed to you (he agrees that you mentioned it first) he could add it at the end of para. 3 and delete it from Sir Denis Greenhill in
para. 4
but we would then have to clear
it with the P.U.S.
