AID FOR HONG KONG

1.

In November 1972 in Hong Kong Mr Royle announced that

HMG was prepared to provide £500,000 for books and equipment

for the Polytechnic in addition to the £400,000 already made

available for the Hong Kong Technical Institutes.

2. In respect of the Polytechnic Hong Kong have provided

us with sufficient material for a submission to be prepared

for the ODA Projects Committee (necessary for all aid in

excess of £400,000 per project). No difficulty is envisaged

over this submission.

3. In respect even of the first of the Technical Institutes

we await from the Hong Kong Government a breakdown of

expenditure and other details to enable us to prepare a

submission to the Projects Committee. We hope Sir M MacLehose

can speed this up.
