HONG KONG AND THE GSP
1. In view of the importance of this question for our relations
with Hong Kong, we have sought further legal advice on the
possibility of re-opening the question in Brussels.
2. I now submit a minute by the Second Legal Adviser which makes
clear that there are very substantial difficulties involved in
attempting to take the matter up once again with our partners.
You may consider that Mr Royle would find it helpful to see this
minute before his meeting with the Governor of Hong Kong tomorrow,
11 September.
