I attach telegrams from Sir Murray Maclehose about

death sentences, sterling agreements and review of nationality.
The last telegram suggests that there should be some fairly
thorough-going discussion of all these issues and the implications
for relations with Hong Kong while the Governor is on leave.
On the sterling agreements there is a brief amongst
the papers for the Commonwealth Prime Ministers' Conference on
the general problem of re-negotiating agreements. I attach a
note prepared a little while ago on the particular problem of
Hong Kong sterling balances. Sir E. Norris is now holding
meetings with the Treasury to discuss a response to the
Governor's telegram. I gather that up to now the Treasury and
Hong Kong seem to have been unable to understand each other's
point of view at all. It will not be possible to reply to the
Governor before he goes on leave tomorrow but we will send a
recommendation as soon as possible about how to reply to the
telegram. It looks as though discussions may be arranged between
the Treasury and Mr. Haddon-Cave very soon.

On the review of nationality I will obtain Mr. Scott's
comments on the points made by Sir M. Maclehose.
