1. I attach the annotated agenda for the talks.

situation on sterling is still fluid. I have therefore

asked Mr Holland and Mr Marshall if they would come to

Mr Royle's office at 11.30 to brief him orally on the

latest position before the talks with the Governor begin.

2. All the other subjects are grouped so that we can

have the relevant outside experts in to cover them.

Mr Wright, Hong Kong Government Commissioner, will join

us after the discussion on sterling. It is unlikely that

we will get through the morning's agenda in time for the

lunch at 1.15 but the later topics can be adjourned to

the officials' talks in the afternoon, if necessary.
