When Mr Tom Pendry MP called on the Secretary
of State on 6 September he suggested, amongst other
things, that senior officers from Scotland Yard
should be sent to Hong Kong to carry out investi-
with a view to finding
evidence for extraditable charges which the Hong Kong
police had so far failed to produce. Mr Pendry
argued that local confidence in the Hong Kong police
was not particularly good. He thought that people
might well come forward to outside investigators
even though they would not do so to local police
officers. He considered that to send in Scotland
Yard men would not be resented in Hong Kong, except
perhaps by a few people towards the top of the police
force and the Anti-Corruption Branch. On the
contrary, people in Hong Kong generally would
welcome evidence that action was being taken over
Godber. At present he merely appeared to be allowed
to enjoy his ill-gotten gains.
The Secretary of State said he would consider
Mr Pendry's suggestion. Mr Royle may wish to
discuss it with the Governor, Mr Pendry's arguments
have some force. On the other hand, The Governor
is proposing to bring in Mr Prendergast, former
