that we have reluctantly concluded that more

stringent controls are necessary. We also think

it would be worth hinting to the Chinese that they

should take more strenuous measures to try to

now are much greater than a year or two ago).

Finally it would seem wise to us that Sir John

Addis should follow up in Peking any approach made

to the NCNA representation in Hong Kong.
