Basing on the foregoings, we venture to submit the following recommendations :-

In the re-organised government structure, there should be established for the New Territories an independent administration possessing due degree of authority. The New Territories Administration should be up-graded to "The Secretariat for New Territories Affairs" and the authority of the Secretary for N.T. Affairs" should not be subordinate to the Secretaries for Home Affairs, Environment, Economics, Housing, Security and Social Services, and he should have equal say on govern- ment policy-making. He should be concurrently the District Commissioner N.T., and the above-said branches should post representatives to work under him to counsel on- land, public works and other matters.

We make these recommendations with a view to improving government efficiency in the New Territories and for simplification of procedure, so as to maintain the established good co-operation and political harmony between New Territories and the government. believe that these are conducive to the Colony's politics and economic development.
