You will be aware that when Mr. Royle received the Chairman and members of the New Territories Heung Yee Kuk on 19th June, 1973, reference was made to the McKinsey Report, and to members' impressions of its impact on the position of the District Commissioner, New Territories. I understand that Mr. Royle then expressed his interest in receiving a copy of the Kuk's comments on the McKinsey report, when these were available.

On 30th July, 1973, the Kuk expressed its views on this issue in a letter address- ed to the Governor and asked that a copy of this letter be sent to Mr. Royle in view of his expressed interest. I enclose a copy of the English translation for this purpose, and I will let you have a copy of our substantive reply as soon as it is available in the next few weeks.
