concerned about the large amount of illicit drugs from the
"Golden Triangle" reaching the US and other world markets via
Hong Kong.
11. A UN Ad Hoc Committee for the Far East will later this
year be examining possible ways of fostering regional
co-operation against illicit traffic in narcotics. The committee
has still to be approved by ECOSOC. It is hoped that there will
eventually be a sub-commission for the Far East. Meanwhile the
Americans have proposed to us that the Director of the US Bureau
of Narcotics and Dangerous Drugs, Mr Ingersoll, should visit
Hong Kong in early June for an informal meeting about the
problem. Subject to agreement over dates, we and the Hong Kong
Government have accepted this proposal. It is likely that
Mr Train, who is Head of the Drugs Branch of the Home Office,
will go to Hong Kong for the meeting, perhaps accompanied by
Police and Customs preventive experts. The meeting will be
without publicity and is to avoid crossing wires with the UN
Ad Hoc Committee.
