1. Mr Hilton Cheong-Leen is to pay a courtesy call, at his

request, on Mr Royle at 4.30 pm on 24 May.

2.

Mr Cheong-Leen, Chairman of the Civic Association, was

first elected to the Urban Council in Hong Kong in April 1957.

He is now Vice Chairman of the reconstituted Council. The

Governor appointed him an Unofficial Member of Legislative

Council on 1 May. This is the first time that an elected

member of the Urban Council has been appointed to LegCo.

3. Mr Hilton Cheong-Leen called on Mr Royle in April 1972.

An account of the meeting, sent by Mr Laird to the Colonial

Secretary, is attached.

4. It was necessary in April 1972 to stipulate that Mr Cheong-

Leen should not talk to the press in Hong Kong about

his

discussion with Mr Royle. I suggest that Mr Royle might again

tell him that, although he could tell the press that they had

met, details of their discussions should be confidential.

5. Mr Royle may like to congratulate Mr Cheong-Leen on his

recent appointment to Legislative Council and to ask for his

first impressions. He may also like to ask about the recon-

stituted Urban Council which is now in operation. The Chairman

is an appointed member, Mr Arnold de Oliviera Sales OBE JP.

A list of members of the current Urban Council is attached.
