indication that the measures are taking effect. But the hope
must be that efforts to improve the quality of life for
everyone, for example in housing, education, social welfare
and recreation, will have a favourable long-term effect.
NARCOTICS
10. There are estimated to be between 80,000 and 100,000
addicts. The turnover of the business of opium and its
derivatives is estimated at HK$1 million a day. Last year the
Governor appointed a Commissioner for Narcotics to co-ordinate
action to deal with the problem.
International action is also
being taken, in consultation with the Americans, to examine ways
of suppressing the illicit traffic of drugs to Hong Kong from
the "Golden Triangle" area - the border area between Burma,
Thailand and Laos. An Assistant Commissioner of the Hong Kong
Police has been appointed to the staff of HM Ambassador in
Bangkok for liaison duties primarily connected with this
problem. A UN Ad Hoc Committee for the Far East is examining
ways of fostering regional co-operation over the problem.

HMG
Governing housing at subsidised rates is now provided for
1.56 million people, 38% of the population. In a new programme the Hong Kong Government hope to provide within 10 years self-
contained accommodation for every family in need of it. This
