Background

1. Hong Kong was not included in the Arab

oil producers' list of "friendly" states. It

therefore faces a shortfall in the supply of

fuel oil for the generation of electricity

(on which industry relies almost entirely),

and of diesel oil for public transport.

Hong Kong is a dependent territory and therefore

associated with HMG's policies in the Middle East.
