Line to Take (in public and with Executive Council and Legislative Council): We fully
support the Governor in his strong action to
stamp out corruption in Hong Kong, and have
said so in Parliament. We have already agreed
to changes in the Hong Kong law and in Colonial
Regulations. We are also willing to lend Hong
Kong one or two senior officers from Scotland
Yard or another UK force.
13. The Fugitive Offenders Act Godber is
accused of an offence under Section 10 of the
Hong kong Prevention of Bribery Ordinance, which
makes it an offence for a public servant to be
in control of resources disproportionate to his
salary without being able to explain their

1967, an offender can only be returned if the
offence of which he is accused is known to the
law of both countries.
We have been strongly
pressed by Ilong Kong to amend the law to permit
the return of Godber; or, failing that, to
amend it non-retrospectively. There are however
insuperable difficulties in retrospective
amendment to catch one man; and substantial
difficulties in securing agreement to any
amendment to the "double criminality" provisions.
