0 reason to give the Scandinavians something for
nothing.
We have therefore agreed with Hong Kong
that a single weekly service should be offered to
the Scandinavians for reasonable compensation within
the normal framework of air traffic rights
negotiations.
Negotiations will resume shortly.
The Scandinavians may not like the offer of a
single weekly service, but that is all that Hong
Kong have asked of us.
Possible Criticisms:
It may be suggested that
HMG use traffic rights at Hong Kong in their own
interests rather than those of the colony; and that
the continued refusal to grant rights to SAS is an
illustration of this.
Line to Take (in public): We always take
Hong Kong's and CPA's interests into account when
negotiating on rights at Hong Kong. We have not
turned the Scandinavians down; discussions will
resume shortly. But air traffic rights are always
a matter of hard bargaining.

are willing to grant one weekly frequency provided
we get a quid pro quo in the aviation field.
