1. I attach in sextuplicate a draft of the steering brief. Amojigut These are other things it includes short notes on bilateral issues, of course additional to the fuller subject briefs which are beinį; prepared separately.

Since the briefs have to reach the Cabinet Office in final førm by Friday morning 14 December at the latest, I should be grateful for

ny amendments, if possible by 4 pm on Wednesday or at least by close of play. In case I am not available when you telephone perhaps you could speak to Pat Kelly on extension 632 or Alan Wotton on extension 568.

I should be grateful if the recipients of copies of this letter could take similar action as appropriate. It would also be helpful if the Home Office could suggest a suitable paragraph on the effect on Hong Kong of the UK Immigration Act.
