1. I attach below a revised brief on aid for the Prime Minister's forthcoming visit to Hong Kong.

The Statistics Department in ODA have given the average GDP for the under-developed countries (UN Statistics for 1970) as US$230 per head which, assuming an exchange rate of 2.5, would give approximately £92 a head. Apparently these are the latest figures available.
