There have been some changes in the plans of both

Mr Walker and Mr Heseltine as outlined in my minute of

8 February.

2. Mr Walker now proposes to spend a day in Hong Kong

on his return from the British Industrial Technology

Exhibition in Peking. He will arrive in Hong Kong on

31 March and leave for Singapore in the afternoon of 1 April.

3. Mr Heseltine may not now do more than transit Hong Kong

in both directions. But if he does stop there, it is likely

to be for one day on 23 March before he joins Mr Walker on

the 24th on his visit to China.

4. The Governor has now asked if Ministerial visits to

Hong Kong could take place on the way in to China rather

than on the way out. (Mr Wilford's letter of 30 January.)

DTI are aware of this preference but say that Mr Walker's

timetable cannot be changed.
