Dear Tom,

There have been various exchanges of correspondence between ourselves and the Foreign and Commonwealth Secretary's Office about Lord Carrington's forthcoming overseas tour. The arrange- ments for the tour are now beginning to take final shape and in view of the numerous changes which we have been unable to avoid I thought I should let you have the up-dated version of the itinerary which I have enclosed as an Annex,

The inclusion of the visit to Nairobi requires the tour to start one day earlier than we had originally planned, ie Sunday, 21st January. As Tun Razak expressed strong dismay at the absence of a full working day in Lord Carrington's plans to visit Kuala Lumpur, the order of the visits to Singapore and Kuala Lumpur has been reversed with the prior approval of Mr Lee Kuan Yew. Otherwise, the tour closely follows the outline included in my letter to Michael Alexander of 11th December.

I should be grateful for the Prime Minister's formal approval for the Defence Secretary's absence from the country from 21st January to 17th February. While he is away Mr Ian Gilmour, the Minister of State, will take charge of the Department.

I am sending copies of this letter to Antony Acland (FCO), Brian Norbury (Cabinet Office), Michael Davies (Chief Whip's Office) and Arthur Rucker (Lord President's Office).
