4. It has been longstanding government policy that the force

levels in Hong Kong should be determined solely by the defence

requirements of the Colony and that Hong Kong should not be used as

a base for UK operations elsewhere. There would otherwise be a

risk of political complications regarding China and of internal

controversy over the existing financial contribution from Hong

Kong to the cost of the Garrison. For these reasons the 700

would always be consulted before C3F is given any additional minor

comitments; the FCO in turn would consult with the Governor

providing there was sufficient time.
