11. In July, the Hong Kong police took action against a Soviet espionage
operation in Hong Kong. Two seamen from a Soviet vessel were caught
with an intelligence brief which they were in the act of passing to
two local Chinese. The brief was concerned with intelligence
gathering against China as well as against Hong Kong. The two
Russians were expelled. One of the Chinese was later released.
other was put on to a Soviet ship bound for the Soviet Union in
December, despite strong protests from the Russians, who denied any
suggestion that they were involved in irregular activities. The
story attracted publicity in the Hong Kong and British press.
