write to the Grower The day after his meeting with the Hong Kong Parliamentary Group, Mr Royle said he thought that too many MP's were now going to Hong Kong. He had no objection to visitors who really wanted to study the problems and the achievements of the Hong Kong Government but some recent visitors were motivated largely by idle curiosity and the desire for a prestigious trip abroad. I agreed to put together the list of those MP's who have been to Hong Kong in the last two years. The list is certainly formidable and must put a strain on the entertainment capacity of Hong Kong. It is also true that by no means all the visitors come back with their prejudices removed. Mr Spearing seems to be a case in point. Nevertheless, unless Hong Kong themselves feel they are being swamped I wonder if it is in our interest to take steps to reduce the flow. As Mr Royle found at his meeting with the Parliamentary Group, there is a lot of understanding and sympathy in Parliament for Hong Kong despite the automatic anti-colonialist assumptions of many Members. This understanding must have come from these visits.
2. Perhaps the next step should be for us to find out from the Governor whether he feels that the numbers are getting too great for him to cope with adequately. You said you would enquire from Mr Royle whether he wished to write. If not I could do so on a personal basis to the Governor.
