You asked about the statement attributed to Mr Royle

in the first version of the record that we were making provision for the future by amending the Fugitive Offenders Act. We stopped this before the record went out of the office and have amended it to read: "We were, however, still examining the possibility of a non-retrospective change in the Fugitive Offenders Act.". The latter is the version that has gone to Hong Kong. I enclose a copy of the official record. In fact Mr Royle was not as definite as was suggested in the first version.
