CALL ON SECRETARY OF STATE BY MR TOM PENDRY MP

1. You told me this afternoon that Mr Pendry would be calling

on the Secretary of State on Thursday 6 September to report on

his visit to Hong Kong. You accordingly asked for a note for

the Secretary of State's box to-night.

Mr Pendry, together with Mr J A Cunningham MP, recently

visited the colony as guests of the Hong Kong Government.

We

have not received a specific report from Hong Kong on Mr Pendry's

visit.

However, Hong Kong telegram number 949 does report a

statement by both Mr Pendry and Mr Cunningham that on their

return to England they would be prepared to support an amendment

to the Fugitive Offenders Act which would enable ex-Chief

Superintendent Godber to be returned to Hong Kong for trial. The

question of a possible amendment to the Fugitive Offenders Act

B is dealt with in Mr Stuart's submission of 29 August to Mr Royle

(copy attached). We shall be discussing the question with

Sir Murray MacLehose on 11 September.

a 3. I attach several press cuttings from the Hong Kong newspapers

which indicate that Mr Pendry's main pre-occupations while in

Hong Kong were with the Godber case and with labour relations.

Mr Pendry was fairly critical of some aspects of labour relations

in Hong Kong, although he did say that the possibilities for new

developments on the industrial relations front were encouraging.
