watch; Lord Kennet thought he was included in the Chinese
Ambassador's original invitation for the first Parliamentary
visit to China, and was disgruntled not to be included in the
Whips' final list. If the timing of the China visit follows
last year's pattern, Lord Kennet will presumably wish to
persuade the Whips to include him on both outings as he would
not wish to meet the London-Hong Kong fare (which would be
involved in a Chinese visit on its own) out of his own pocket
if it can be avoided.
