subsequent telegraphic exchanges ending with Tokyo telegram

You will no doubt be receiving in due course a full report from the British delegation. Our delegation have reported since their return that the Chinese said and did nothing to call in question Hong Kong's right to be represented as an associate member at the ECAFE meeting in Tokyo by a separate delegation. There was a mildly unpleasant social incident when a group of four members of the Chinese delegation made themselves known to the Hong Kong group; two turned away after the introduction but the other two continued in conversation.

So our first encounter with the Chinese at a UN meeting passed off uneventfully. But we do not think we should build too many hopes on this precedent or necessarily conclude that difficulties will not arise at future meetings held under UN auspices.
