2. I should be grateful for your comments on the suggestion in para 4 of Mr Stratton's letter. Prima facie this seems a sensible proposal which, subject to your views, we might be well advised to adopt.

I do not think that Mr Stratton's suggestion will make that much difference, and there may be internal Hong Kong rearths which militate against it.

In general Ohe Chinese attitude to Hong Kong was satisfactory: we could hardly have hoped for more.

Miss Harvey who represented the FCO at the meeting may wish to comment
