quietly allowed to pass. A revision would In his letter SCR 32/66 II of 11 May to Richard Evans, Dick Stratton mentioned ( in paragraph 2) the problem of an appropriate nomenclature for Hong Kong. We have now received the enclosed message from the Executive Secretary of ECAFE inviting us to take part in a meeting of the Trade Negotiations Group in Bangkok from 1 - 8 August. It is fine that the Hong Kong Government should be referred to as such. But "country" is a different matter. This message is presumably by way of a Circular, but by referring to Hong Kong as a "country" is asking for Trouble with the Chinese. If the F CO Y have no objection it would be helpful from our point

of view if you could quietly draw the Executive Secretary's attention to the issue and suggest that he refers to "territories" rather than "countries" as allowed for in the Terms of Reference of ECAFE.
