2. It has now been completed and the results
collated. The conclusion is that where the interests
of Hong Kong and the UK are similar, Hong Kong's
inter ata should be protected by including Hong Kong
representatives in the UK delegations to the various
UN bodies. This should avoid political confrontation
with China while at the same time safeguarding the
interest of Hong Kong•
3. There are, however, a number of organisations
where the interests of hong Kong and of the UK
say not coincide; namely, INCO, CAFE, ADB, the ICAO,
ILO, WHO and FAC technical groups, and the WHO
regional bodies. bese are the more specialised,
technical and less political organisations of the UN
system, and we feel that separate Hong Kong
representation is acceptable here.
